In Shadowlands, new players will need to go through Battle for Azeroth as their first leveling experience. For veteran players (or new players that leveled a character through BFA at least once), you are able to select what expansion you want to level on! Chromie can be found near the embassies in both Stormwind and Orgrimmar, sitting on top of her big hourglass.
So, Don't forget Unlock Battle for Azeroth Flying now!
When talking to Chromie on a level 10 character, she will introduce you to Chromie Time, where you will be able to select which expansion you want to level in!
Currently there is no choice to select Battle for Azeroth with Chromie Time, but you will receive the starter quest for Battle for Azeroth once you reach level 10.
If you're not satisfied with your expansion of choice, you can always return to Chromie and select a different expansion to level on.
For expansion quests that require flying (for example, you need to fly to airships for the Pandaria questline introduction), you will be directed to a flight master NPC that will guide you there.
The icons for the expansions aren't correct in-game as of the time of this post.
After selecting a timeline, Chromie will give you the specific quest to start the expansion storyline.
